ALLIANCE RULES OF ENGAGEMENT:


THE GPA ENDEAVOURS IN ALL CASES TO RESOLVE MATTERS PEACEFULLY. WHILE IT MAY BE ENCUMBANT ON US TO DEFEND OURSELVES WE MUST UPHOLD OUR NEUTRALITY ABOVE ALL ELSE. WE MUST REMIND OURSELVES THAT RASH ACTION WILLL ULTIMATELY LEAD TO LONG AND BLOODY CONFLICTS, FROM WHICH WE MAY LOST MORE THAN JUST CASH & RESOURCES.

1. NON-AGGRESSION CODICIL:

A. No member nation shall at any time knowingly engage, effect, or otherwise incite any action which will result in any conflict with any nation regardless of alliance affiliation or aggressive actions without the approval of the appropriate authority. The appropriate authority is and shall be the ToMA and the ruling council of the Green Protection Agency.

B. All such actions include but are not limited too ground attacks, air attacks, naval bombardments, missile launches, nuclear missile launches, espionage attempts, and aggressive language of any kind on the community forum.


2. GPA STANCE & RAIDING CODICIL:

A. The GPA in no way sanctions or upholds any nation’s right to raid any other nation within Orbis. It undermines the very neutrality which we all swore to uphold upon applying for membership. Each nation is obligated to maintain the strictest policies with their military forces regardless of intent without the approval of the appropriate authority. The appropriate authority is and shall be the ToMA and the ruling council of the Green Protection Agency.

B. Activity and size are measures within the game used by many alliances to define and approve their raiding tactics. No authority within the GPA may authorize any nation to raid anyone for any reason regardless of the acceptable terms established by the Orbis community.


3. ROGUE NATION CODICIL:

A. Rogue nations are defined as those who continually attack others for the sole purpose of theft, mayhem, and terrorism. They may be part of an alliance, but most often work alone.
1.Members may retaliate against any rogue nation that attacks them but are obligated to report the war in the Agency Defense Headquarters. Failure to comply may invalidate a nations access to alliance resources during the conflict or during repairs after the matter is settled.

2.Only nations which are under attack may engage or otherwise retaliate against any rogue nation in any form of combat or espionage regardless of intent without approval from the ToMA or the ruling council of the Green Protection Agency.

3.Incidents where rogue nations have no alliance affiliation will be handled by a Military Affairs Director or the ToMA. They will contact the offender via private message to work out a peace agreement. If and when no peace agreement can be established, the ToMA may approve a full scale tactical assault and the offending nation will be defeated.

4.Incidents where rogue nations are affiliated with an alliance will be handled directly by the ToMA or ToFA. They will contact the offenders government via official channels and attempt to settle the matter. If and when no peace agreement can be established, the ruling council of the Green Protection Agency will determine the best course of action.
