Green Protection Agency Governance and Laws


Preamble:
The governance of the GPA shall consist of a triumvirate and their respectively appointed directors and assistant directors. The Triumvirate (henceforth Agency Council) is comprised of the Triumvir of Foreign Affairs, Triumvir of Internal Affairs and Triumvir of Military Affairs.

Election and Appointment:
Each Agency Councilor is to be elected by a plurality vote from the GPA membership. Councilors will serve four-month terms, with elections occuring every two months. To be elected a Councilor must first be publicly nominated by 3 GPA members in good standing. There is a nomination period of 3 days (72 hours). All candidates who have acquired the necessary 3 public nominations will then have 3 more days (72 hours) to create platform threads, answer questions, campaign, debate, etc. Voting is to take place 3 days (72 hours) after the campaigning begins and shall last no longer than 3 days. During the voting a poll will be established which includes the following options: (1) names of all candidates who have received the required 3 nominations and accepted their candidacy prior to the end of the nomination period, (2) "None of the above", (3) "Abstain". If "None of the above" has a plurality of votes at the end of the election period, the election cycle will return to the nomination period.

Directors may be appointed and terminated at any time relative to the discretion of the Councilor overseeing them. Assistant directors may be appointed and terminated at any time relative to the discretion of the Coucilor in consultation with the director overseeing them. A director or assistant director appointment or termination can only be overturned by a 2/3 vote from the membership. The title and role of each director and assistant director is up to the Councilor and/or director overseeing him/her.

Authorities and Powers:
Agency Council: The Agency Council is the ruling body of the GPA. Its power is defined and confined by the GPA charter, DoN, DoS and laws. It's role is to set policy on issues not explicitly outlined within the above mentioned legal texts and to appoint directors. Coucilors are the guardians of the GPA. They set policy and map the overall direction of their departments, but need not micro-manage the directors they appoint. The Agency Council forums are closed to everyone but the Agency Council. There they will discuss the most sensitive information and make managerial decisions before tactical decisions are handed down to the Consulate of Directors.

Triumvir of Foreign Affairs (ToFA): Sets and executes foreign policy within the context of the GPA Charter, DoN, DoS and other laws.

Triumvir of Internal Affairs (ToIA): Sets and executes domestic policy within the context of the GPA Charter, DoN, DoS and other laws.

Triumvir of Military Affairs (ToMA): Sets and executes military policy within the context of the GPA Charter, DoN, DoS and other laws.

  • Any Declaration of Alliance War (DoW) requires unanimous Agency Council support. Each member of the Council is to seek the council of the other two when making policy decisions, but ultimately is in command of his/her respective sphere of government. Any decision or policy of a member of the Council can only be overruled by a 2/3 membership vote.

The Consulate of Directors: The directors of each of the three governmental departments oversee the tactical management of their respective departments. Each Councilor is entitled to have three Director-level staff, who will then comprise the Consulate of Directors. These directors will autonomously run their departments. Their overseeing Councilor should be consulted when making tactical decisions, and a director can only be overruled by his respective Council leader.

The Consulate of Assistant Directors: Each Director, in consultation with their respective Councilor, is entitled to have one Assistant-level Assistant Director. Assistant directors will assist the director in the running of their directorate and will fill in for the director in their absence.

Membership Objections:
If the membership objects to the actions being taken by the government it has several options:


  1. If the opposed action or decision was enacted by a Director, any GPA member may publicly petition that director's overseeing Councilor to review the decision/ action.

  2. If the opposed action/ decision was enacted by a Councilor a member can:
     

    1. Publicly petition the Triumvir of Internal Affairs to post a poll for the membership's opinion on the matter. A 2/3 vote from the membership can overturn any Councilor or Agency Council decision/action.
       
    2. Call for the impeachment of the Councilor. Impeachment requires 5 "second" votes before coming to a poll vote, and then a 2/3 plurality to pass. If the Councilor is impeached, the election process as outlined above kicks into action. In the interim, the former Councilor's directors carry on with the responsibilities of the department until such time that a new Councilor is put into place and can make his/her own Director appointments.



Loan, Grant, and Aid Eligibility
1. Members must carry out military command messages, and direct orders at all times. Members that fail to do so may be judged as ineligible for grants, loans, and war aid by the Council.

2. Members must check into the Defense HQ of the GPA's forums during wars. Members that fail to do so may be judged as ineligible for grants, loans, and war aid by the Council.

3. Members must report attacks on themselves in the Defense HQ of the GPA's forums, Members that fail to do so may be judged as ineligible for grants, loans, and war aid by the Council.

4. A. Members must carry out requests for progress reports if the Council requests them. Members that fail to do so, may be judged as ineligible for grants, loans, and war aid by the Council.

4. B. Progress reports may not be requested more than once every ten days. Progress reports may only request information that can be easily located on nation pages, and a brief description of future nation building plans.


Legal Amendments:
Amendments to the GPA Charter, DoN, DoS and other GPA laws may be proposed by any member of the GPA in good standing. If the proposal receives three "second" votes, the Agency Council will then discuss the proposal and take action. Changes to GPA legislation require unanimous Agency Council support. If the membership disagrees with the action the Agency Council takes (or doesn't take) in response to a proposal, the options for membership objections are outlined above (specifically 2A. and 2B.).
